Chalked tires?

Hey guys, I´m from mexico and by reading some of your posts I came across a couple saying that bike tires get "chalked up" when parking in the wrogn spots.. What do they do that for?

Because they want a punch in the head for vandalizing bikes.

To keep track of times bikes/ cars were known to be parked.

If not on the thread, I always thought they mark a specific location on the tire, say 4'o clock so if the chalk is in the same place, you get a ticket. Because, what if you leave for an hour and come back and park on the same spot? You'd still have chalk on your tire unless they chalk the thread.
