Spent about 2 hours doing this to my 08 ZX6R today. I'm pretty happy with the results, and I'm pretty sure its not breaking any laws.
First, took off the whole fender assembly below the brake light. Unscrew 4 nuts under the end of the exhaust and it just drops off. The only tricky part of this whole thing was that the license plate light assembly has a lot of stretchy rubber parts to cancel vibrations around the bulb and they're hard to take off.
Luckily I had a couple L-shaped corner brackets lying around my apartment, and I just attached them to the two rearmost bolts that were holding the fender on originally.
I do ride at night occasionally so I had to keep the license plate light on there. I decided to leave the stock assembly together for now and maybe switch it for some LED's in the future. I still haven't decided if the light looks absolutely terrible.
Soooo, what do you think? Is the license plate light brutal? I should mention that this entire thing cost me $0, and I did not cut or break a single stock part. I did bend the license plate bracket sides in where the reflectors used to attach, but that is easy to bend back out. Not bad for a sunday afternoon IMO.
