Blood tests show that 21-year-old Orion Hutchinson was speeding and had a blood alcohol level that was over the legal limit the night he died, a coroner's report says.
Hutchinson was killed when his motorcycle was struck by a vehicle driven by off-duty RCMP officer Monty Robinson at 6th Avenue and Gilchrist Drive in Tsawwassen Oct. 25, 2008.
The report by Coroner Mark Coleman cites toxicological analysis of Hutchinson's blood and an engineering investigation report that suggests Hutchinson was travelling between 66 and 96 km/hr in a residential area at the time of the crash.
The report was released Tuesday.
It says analysis shows Robinson was travelling between 24 and 29 km/h at the time of the collision.
The RCMP officer has been charged with obstruction of justice in the Hutchinson case.
He is also one of the Vancouver airport officers involved in the case of 40-year-old Robert Dziekanski, who died in October 2007 after he was tasered multiple times by Robinson and three other Mounties.
