So i have read quite a few threads about problems with ICBC. I moved here about 2 years ago from Alberta which has a private system. Its been interesting to see the difference since being in the public system and paying into it. Here are my thoughts
Upon moving from Alberta my rates went up 220%. My bike went up to 300%. I have a clean record, 16 years of driving experience and 2 new cars. My sister in law moves here and has a DUI. Her premiums go down. WTF?? The system is designed so that everyone pays somewhat of the same price. So good drivers are forced to subsidize bad drivers. If your a bad driver then you should have to pay, or not drive. My premiums over doubled and i had less coverage. I had 2million in liability, rental car coverage and replacement cost on my new car. I could not even afford those here. I have since moved all my optional coverage to Coast capital and have reduced the rape down to about 150% above what i was paying. So i see no benefit in the price of government insurance. Plus ICBC employees get bonuses. How can they do this? Its a crown corporation and is paid by the tax payers and premium payers who are FORCED to pay them. Any money above and beyond should be returned. On top of the huge premiums tax dollars also fund this corp. so you get raped twice.
The employees of ICBC are oblivious to laws and regulation. Due to the extreme power of ICBC they do what they want, when they want. Even if its wrong. They are too big to fight. And hey even if you did win you have to go next year and give them your money all over again. They have no one to answer too and know this and act like it. In alberta we had to deal with them too. But they seemed to forget in other provinces they don't have the power so after threats of law suits and such they usually cave into doing the right thing.
This is a small rant but i really think its time for BC to move out of the public system and let the other insurers come in and manage the business. Allow customers to shop around choose who they use. If a customer feels wronged then they can take their business else where. Also insurers are willing to fight for good customers as they want to retain them. The government should cut all ties with ICBC and allow them to sink or swim in the system. I am pretty sure i know how that will work. The registration can be done through private offices but regulated through the government.
I have heard from people in ICBC that if more and more drivers went to Private optional coverage that the company would fail. So if you hate ICBC, like me! Then go get quotes on optional coverage, write your MP and make your voice heard. The private insurers are out there and i am sure willing to take over. Works well next door and i am sure would work well here and require similar regulation. Save you money, better service and adjusters and employees that know you have options.

oh and a change that if you can't speak wither of the national languages then you can have a drivers licence. I would expect the same if i moved to a country that had another language. Its dangerous, costly to the system and makes sense. in the infamous words of Homer J Simpson "you don't like then move to russia!"
