scenario 1) in the case that a vehicle has already begun to make a left hand turn, is a pedestrian within his right to hop off the sidewalk onto the roadway and make the vehicle yield while he crosses?
and, does the pedestrian owe said left turner some duty of care to make sure that there isn't an oncoming car (relative to left turner) that might hit said left turner should he have to stop, yielding to pedestrian?
scenario 2) you are at a 4-way stop. there is lots of room for you to cross the street at a normal, slow pace. as you enter the intersection you see a pedestrian speed up so they can assert their right of way upon you rather than waiting for you to complete your pass through .. if i don't stop am i getting a ticket? obviously if it's unsafe i will however there are a lot of rude people in the west end that love to assert that right upon motor vehicle operators, for who knows what reason
