I was just hit with a large bill and after 90 minutes on hold and speaking to 3 people I discovered that they billed me by estimating my usage(estimates were low) for the last 4 months. Sounds fine until you realize that I only use 75% of my step 1 allowance each month. So when they come and do an actual read (and realize they did not charge me enough) they bill me for the extra not billed from the previous months ALL AT ONCE. Pushing me into step 2 big time. Step 2 is much more profitable for them. I looked through my bills from the last year and they have been doing this estimate then charge at step 2 every 3-4 months. Times that by how many other home owners there are. The fellow at BC Hydro said he would go back and adjust for the last 4 months. What about all the other months and other people? I contacted CBC and I'll see what comes of this. Interestingly enough, they do not state on their bills if it is an actual read or estimate. Fortis does indicate this.
