Choke on older bikes

I took out my 1993 CBR600 for the first time today (woot!). I picked it up from the shop around noonish, rode around for a while and stayed at Starbucks for a couple of hours to study. After I went to get back on, seemed like no matter how long I waited for the bike to warm up, I couldn't put the choke back up.

Something I should be looking into or I'm just impatient?

That's a plugged carb. The shop needs to clean it out better, or you need to find a new shop. It indicates a clogged idle jet or main jet.
