Question Opinions on graduated motorcycle licensing

I'm new here and haven't searched for similar threads, so forgive me if this subject has been thrashed before.

Would a program similar to Japan and parts of Europe/UK be benificial to:

    1) riders....fewer accidents, cheaper insurance

    2) insurance companies.... fewer claims

    3) the industry.... many more high tech little screamers to market that are not currently imported into Canada

    Your thoughts?

I think it would be a great idea if new riders, no matter what age, be limited to 33hp, like in the UK.

This would allow the manufacturers to bring over the smaller bikes, ZX4R, SV400S, and others. They won't bring them over now since people won't buy them.

You should learn to walk before you can run, or in this case, drag a knee.

The same should go for cars. All new drivers be limited to 1.2L engines. Now if you drop a R1 engine in a Sprint, that would still be legal
