first question - is it legal for street use here in vancouver? i won't be going to the track.

second question - i heard something that went like.. every 5 years you have to replace your helmet. is this based on m2000 (helmet life from 2000-2005), OR is this based on the date purchase.. for example 10.10.04 (valid till 10.10.09)
