My Guess it maybe photoshop. The numbers don't seem to match up with contrast to the lettering.

That type of sign can only display up to 199. The "1" is either off or on. And the other numbers are displayed by horizontal or vertical bars that make up the 'biggest' number, #8. So "188" would diplay all the sign's bars...
Think about it - what if he was going 320? Where would the freakin' "2" go? Would it push the "3" to the left and.. right.. off.. the sign? No.

Um... If you look at the first picture, the numbers are a large segmented display, like a 7-segment LED display. There's no way for that display to go from 319 to 320, there's no room for the two.
