Here is the letter I sent yesterday:
Dear Bylaw Enforcement Department City Of Port Moody,
Re: Consideration For Impound Fees Due To Miscommunication At Rocky Point Dog Park.
On Monday, June 05, 2006 in the afternoon, I brought my dog Daisy to the Rocky Point Dog Park. I do this almost every day and many of the regulars of the Rocky Point Dog park know both me and my dog well.
I started a conversation with a taller woman with a cap and glasses, (I had not seen her before) and we had a friendly conversation about dog day care, and dog kennels etc. as I will be going away on holidays shortly and I was thinking of more apropos accommodations for Daisy, given that she does not like dog day care nor dog kennels. Daisy is rather particular and likes to be either with me or at home.
For background, the reason I bring Daisy to the Dog Park regularly is that I wish to keep her socialized with other dogs. Given that I live in a quiet area, unless I make an effort to get her in the company of other dogs, she will not have that experience. Please also understand that Daisy is a gentle and somewhat reserved dog, and in no way poses any threat at any time.
I also told the taller woman with a cap and glasses I was considering leaving for about 20 minutes to perform a few local errands, and that I still wanted Daisy to have the opportunity to socialize and she agreed to look after Daisy.
When I got back to the Dog Park, I found Daisy gone. Name withheld on BCSB informed me that the taller woman with a cap and glasses had left, but that this woman had told a second woman something to the effect that the owner had abandoned the dog and was going on holidays! Needless to say, I was shocked at this wholly misconstrued turn of events!
I discussed the matter further with Name withheld on BCSB , and we both agreed that there must have been quite the miscommunication between the first woman and the second woman as to Daisy’s status and my status.
I then contacted the Bylaw Enforcement Department and informed you of the confusion. You suggested I write this letter so that consideration would be given as to the Impound Fees.
Please also understand I have had Daisy since she was puppy nine years ago, and she is treated extraordinary well at all times. Also note I have just taken her to the SPCA Hospital on May 18, 2006 for her checkup and vaccinations (enclosed) and there is a cyst on her head the vet felt was better to not remove. Of further note, please understand that each year I shave a goodly portion of the longer fur, so that she will be more comfortable in the summer months.
For a confirmation of the circumstances you are welcome to contact Name withheld on BCSB as she told me she was there for a goodly portion of the ongoings. Name withheld on BCSB is my only direct source of information as to how events transpired when I left to do the few local errands. Of course you may also contact me at your convenience should the need arise.
I appreciate your consideration in this regard, and I assure you my Daisy was in good hands with the woman. Also given that Daisy and I frequent the Dog Park regularly, and that the Dog Park is an off-leash fully fenced zone, I sincerely believed Daisy was not only well looked after, she was safe as well. I simply wanted her to have a bit more time socializing with the other dogs.
