Person, or a machine?
For Aluminum you will need a GTAW setup, also known as TIG.
Not cheap however, and it takes a lot of practice and skill to get resuts.
For steel a MIG welder is what you want. These feed the filler wire into the weld mechanically, and the more sophisticated sets can be used with Fluxed rods for conventional stick arc welding.
Basic MIG starts at about $400.
Oxy Accetylene, is not used so much nowadays, and is primarily of use when brazing (Bronze welding). This also takes a lot of skill.
People? I don't know myself, but I'm sure that if no-one on the forum can help you, then Bomax or the guys at Imperial would know.

There's also a guy in PoCo who does work for the bikeshops on the side. I've got his number here somewhere. I've seen his work on cylinder heads and it's perfect. He does work on aircraft as his day job, so you know his work is good.
