\r\nhonestly, so yeah no shit its Vancouver.. peeps gonna get stoned, and they\'re gonna do it IN PUBLIC because it is STILL
\r\nillegal to smoke IN PUBLIC!! i say all the more power to them.. and oh yeah, good luck stopping Cypress Hill from playing..
    \r\n
\r\ni\'m sure they\'ll have a big fat blunt just before they go onstage!!
    \r\n
\r\nin case some folks still havent figured it out.. if you are Canadian, and home-less..
\r\nyou will be breaking the law every time you take a hit.
    \r\n
\r\ni love how the city just keeps on bitching about cost of providing a police presence.
\r\ny\'all realize the event organizers have their own security , dont you? yes its all paid for.
    \r\n
\r\nso why the need to blow money out the wazoo on coppers? sure its to protect the young,
\r\nwouldnt want some teenager getting a hold of \'illegal\' edibles would you.. LOL
    \r\n
\r\nunfortunately we are now two feet firmly planted in a world of Political Correctness with just a touch of \'passive aggressiveness\'..
    \r\n
\r\ndoes anybody still buy into the media bullshit? i certainly hope not..

    \r\n
    uhm..
    \r\nfrom 2018, April 21st:
    \r\n
\r\n Dana Larsen, another Vancouver 4/20 organizer, said the event is willing to foot the bill for city and Park Board expenses.
    \r\n
\r\nHe expects to pay the City of Vancouver about $20,000 and reimburse the Park Board somewhere between $10,000 and $20,000.
    \r\n
\r\n“We’ve got a lot of work to do tonight to get this place cleaned up,” he told CTV News toward the end of the festival.
    \r\n

    \r\n
\r\n... disclaimer: i have no horse in this race, i\'m a rider; and I\'ve never attended one of these.
\r\nDont (angry post) quote me, but i believe they put up $60k in total for last years.
    \r\n
\r\ni dont see why 2019 would be any different, if anything they\'ll be more organized as they\'re clearly under the microscope.
    \r\n
\r\ni know, i know.. shut it down anyways right?

we geddit.. everybody hates a good party.
    \r\n
\r\ni think the point of having this type of celebrations is NOT to have a huge police presence.. which is
\r\n why the event pays for its own security.. the jackets do not say "VPD 420 Grad of 2019" on the back \r\n

\r\n If this group steps up to the plate like every other celebration , buys the permits, pays the police costs, repairs the public parklands, etc, they should be able to go ahead. The regressive left city hall has u fortunately been gutless from the start on this file, and basically I’m laughing out loud at Van City tax payers,,, hope it feels good getting it up the ass, you stupid voters.

sadly, this "right not to smell any kind but fresh air" seems to fall flat when it\'s dirty diesel trucks belching black carcinogens. it\'s the stinkiest shit in the streets, hands down. But no one seems to care when Suzy Sizzletits saddles up in her overpriced and undertuned \'chipped\' dually, not hauling anything but starbucks and screaming kids. It\'s EVERYWHERE. It stinks. It CAUSES cancer, rather than aid the fight against it.

\r\n Saying they\'re paying for their own security so the police aren\'t needed is laughable. Every permitted event requires added police and pays for it. The private security\'s efforts to prevent sales to kids in past years has not been adequate.*
    \r\n
\r\nIt\'s also laughable for the city/parks board to say they can\'t prevent Cypress Hill from playing. I\'ve worked in live events my whole career; no stage, no PA, no temporary power= no concert. It would be very easy to prevent the setup of this event.*
    \r\n
\r\nSeattle has been doing this much more successfully for decades and they have a model worth looking at. There\'s an argument to give this festival a permit so it could be fully accountable, which has some merit. Of course if the 420 organizers were actually on the hook for full cost of the event, there\'s no way they could operate. That\'s why large festivals like this have a huge list of sponsors.
    \r\n
\r\nBut mostly I\'m really disappointed in the city and parks board year after year just bending over for this event. Like what\'s the point of having a permit process if anyone can just steamroll it?*\r\n

apparently not so easy.. after-all.. not ONE single arrest, the show went on as planned..
    \r\n
\r\nthe whole police presence thing has been explained, over, and over, and over.. and yep.. ignorance appears to be bliss.
\r\ncall me crazy, but just how many peaceful protests \'organized or otherwise\' are you aware that pay local police in order to carry out or stage \'a protest\'. ?

    \r\n
    \r\n
\r\nseeing as nobody really gives a shit about facts.. here\'s a few:
    \r\n
\r\nOn Saturday, 4-20 organizer Dana Larsen said he was proud of the event going forward and that attendees weren’t being turned off by the controversy.
    \r\n
\r\n“4-20 is now what it’s always been: a celebration of the cannabis plant and cannabis culture and a protest against the stigmatization and criminalization of cannabis users and growers,” he said.
    \r\n
\r\n“That stigma is continuing to this day despite the quasi-legalization that we’ve been given.”
    \r\n
\r\nOn Friday, Vancouver Coun. Melissa De Genova announced that she plans to file a motion Wednesday calling for vendors and contractors at the event to cover the costs incurred by the city.
    \r\n
\r\n“The organizers hold themselves above (the rules) and choose what they want to pay, and I think it’s time to take a stand against that, considering cannabis is legal.”
    \r\n
\r\nDe Genova also says organizers have not obtained insurance for the event, despite assurances from Larsen and fellow organizer Jeremiah Vandermeer that they have the proper insurance.
    \r\n
\r\nEarlier Saturday, cannabis advocate and event spokesperson Jodie Emery said the motion doesn’t make sense.
    \r\n
\r\n“Melissa doesn’t need to file a motion. We always pay the bill,” Emery said. “We pay for the aquatic centre closing, we pay for the concession closing, we pay for park staff and city staff, we pay for everything involved except policing.
\r\nEmery said the 4-20 Vancouver Society will release the total costs of the event following Saturday, including how much they paid for medical and sanitation services.

    \r\n
\r\nmore fun facts: (despite not being granted a permit, all costs are covered)
\r\nEvery year, the Vancouver Park Board denies organizers a permit, citing the bylaw against smoking in city parks.
    \r\n
\r\nThis is the only protest in the city to cover any kinds of expenses—no other protest that I know of is willing to cover them," Larsen said. "It certainly makes 4/20 unique."
    \r\n
\r\nAs another first, 4/20 organizers will also donate $4,200 to the Saint Paul\'s Hospital Foundation, and another $4,200 for the Vancouver Firefighters Snacks for Kids program.

    \r\n
    \r\neven more facts?:
    \r\n
\r\nThe big concern last year was keeping the grass (on the ground) from being trampled — it turned into a mud pit the previous year costing thousands of dollars to be reseeded.People setting up put down large sheets of plywood as volunteers and organizers set up the main stage — then will come about $30,000-worth of protective tiles.
    \r\n
\r\nThey are the same kind of tiles used last year, says organizer Dana Larsen. He says they’re bringing as much turf protection as they can.
    \r\n
\r\n“It’s pretty much all the material we can get in the Lower Mainland, and it’s enough to cover the area that we need, so it’s going to be about the same, or maybe a little more this year,” he says.
\r\nRELATED: Despite attempts to suppress 4/20, organizers dig their heels in, maintain event is a protest
    \r\n
\r\n“We’re hoping with our turf protection, and with the good weather, that any shutdown in the park is as short and as painless as possible.”

    \r\n
\r\nearly shot of setup as it got underway..
    \r\n
\r\nSeems to me they\'re trying pretty damn hard to be conscientious, but what do i know? I rode the canyon today
    \r\n

\r\n You see this is bull crap that Emery and Larsen have been saying ever since it moved down to sunset beach. 1st few years they didnt give any money at all to the park board or city of Van. Then 2 years ago, they gave some laughable amount. Last year they gave $25K or something like that, but taxpayers still had to foot way over $100K. As a taxpayer, and one that is directly footing this bill, I wish I could take these 2 fools and give them a swift kick in the junk (even though that idiot Emery is a female) over and over and over again, until they never think about organizing this crap again. If I am walking in the park, and I light up a cigarette or cigar, someone would report me, and I would get fined within minutes. Why are these fucktards allowed to break that law (among many others as well) If they want to do this they should cover every penny of it, get proper location, get proper permits and not be complete useless idiots.
    \r\n
\r\nAs for that cover, they had it last year, and park was still destroyed. It didnt cover even a 10th of a whole area that was used.\r\n

Gee willikers grumpman, that\'s just so, so sad.
    \r\n
\r\nIt\'s unfortunate that you\'re personally out so much pocket change on this, hopefully you can still manage to keep your head above water. Let me know if you cats/dogs/children must forgo their weekly meal, I\'m sure we can start a gofeedme account.
    \r\n
\r\nMan, this is just like the annual \'skin grafts for squids\' fund, which the BCSB bean-counters have repeatedly insisted, when broken down to the individual \'out of pocket\' cost over a full decade... well, let\'s just say someone is going to fall far short of affording their double-crap-frapaccino at their next bucks\' run. Tragedy!\r\n

\r\n Everyone knows other festivals have had to cancel because they couldn\'t foot the bill. I think the main difference here is that the mayor, given the attendees, fears for the worst.
    \r\n
\r\nI get that, and yes there may be vandalism/confrontation from those who showed up but if you put the word out early enough (weeks ago) then 1) less ppl would bother making the trek, and 2) it would be a one-time pain point that could not possibly cost more than what they would pay had it actually taken place. Every subsequent year ppl would know "ok they stopped it last year why would I go this yr when they\'re saying the same thing".

i think some folks may be missing a key point.. if the park board were to grant a \'permit\' the organizers would have a much tougher time
\r\ncalling it a protest. It would be viewed more like a festival and they would likely be on the hook for further costs. How is it that nobody is putting
\r\nit together on this one, the city / parks board are literally handing them the keys to have at it. How is that for instant karma.?
    \r\n
\r\nhell some members of city council have already suggested just lettin\' them puff up a storm... Seattle seems to have no problem with it.
    \r\n
    \r\n
    \r\n
\r\nIn Seattle, a pot protest not unlike Vancouver\'s enjoys tolerance — and some support

    \r\n
\r\nVancouver\'s 420 and Seattle\'s Hempfest both started small in the \'90s, but face different obstacles today
    \r\n
\r\nThey both came from humble beginnings: small protests against marijuana prohibition where activists smoked weed in public, boldly defying what they considered an unjust law.
    \r\n
\r\nBut as Vancouver\'s 420 and Seattle\'s Hempfest grew into large-scale occasions with vendors, prominent musical acts and tens of thousands of attendees, the Canadian event has drawn scorn and opposition from elected officials, while American politicians have tolerated and even supported the gathering.
    \r\n
\r\nSeattle\'s more permissive approach could be a model for Vancouver, given that marijuana is legal
\r\n now and there are no signs of 420 winding down, said Park Board Commissioner John Irwin.
    \r\n
\r\n"My approach is that we permit it. Logically, I think that takes some of the protest steam out of the event,\'\' he said.

i think some folks may be missing a key point.. if the park board were to grant a \'permit\' the organizers would have a much tougher time calling it a protest. It would be viewed more like a festival and they would likely be on the hook for further costs.
    \r\n \r\n
    \r\n
    \r\n
This may be true but I don\'t buy that you can\'t stop this iteration. Send a meter-maid type to hand out tickets. Don\'t even bother with participants just the vendors and organizers. "I see you setting up a booth. In 10 minutes I\'m coming back to fine you for operating without a license. The park is closed. In 20 minutes VPD will arrest you for trespassing."
\r\nMaybe not exactly this but you get the idea; losing money or having a record is enough of a threat to get most ppl moving.
    \r\n
\r\n"we pay for everything involved except policing.”
\r\nA joke. 1) no insurance 2) policing isn\'t cheap 3) parks board quotes a 250k/yr loss on this. Probably inflated but there is no way the organizers have paid their share.
    \r\n
\r\nBottom line is the money. Most ppl could live with it if they knew it wasn\'t going to cost them a thing and yes put it on even footing with every other event.\r\n

\r\n not gonna go into what the city / park board quotes and for which years.. they combine shit between 2017 and 2018.
\r\nEvery time i turn the page there\'s another yoddle shooting themselves in the foot, contradicting other comments.
    \r\n
\r\naccording to the organizers insurance is in place, as quoted above. again, if its so easy to just hand out tickets..
\r\nthen why did it go off without a hitch? without a single arrest and no fines? IF your fellow taxpayers are so damn
\r\nsketchy and rowdy, why is nobody in jail today? The parks are there for all citizens. You dont get to pick and choose.
    \r\n

    \r\n
\r\nc\'mon its like talking to a 2-year old.. over the coming years the model will likely shift to something more inline with whats going on in Seattle.
    \r\n
\r\nAND EVEN THEN!! the local NO-FUN-TOWn crowd will still be bitching, whining, and looking for unicorns. talk is cheap
    \r\n
\r\nin a week, the new numbers will be released.. y\'all can argue about it at such time. There are plenty of things TAX-payer\'s $

You can’t believe the organizers about insurance. They also say they pay the costs associated but refuse to pay for policing costs because they don’t believe in it. What makes a reasonable person think they won’t pay for expected insurance policies, because it’s something they don’t believe in?
    \r\n
\r\nSt Paul’s treated 42 people for cannabis related health concerns, mostly related to edibles.
    \r\n
    \r\nVPD arrested six people.
    \r\n
\r\nI feel the major issue is that you have a trade show/party/concert going on in flagrant violation of the rules that all other festivals deal with. This includes permission by the venue operator, paying for policing costs and paying for permits. How the organizers present themselves is as a bunch of people who don’t need to follow rules they don’t want to and have no concern for other people’s quality of life. As long as they can spark up then they are happy and that’s all that matters.
    \r\n
\r\nIf you think I’m anti-cannabis, you couldn’t be farther from the truth. The legalization has greatly reduced my paperwork and greatly increased the financial penalties for those that can’t follow the rules. That’s a win/win to me.*

I always bring up the example of a you g couple sipping a glass of red wine out of a glass at the beach, e everyone within 3 feet oblivious to their illegal act. Same couple smoking anything, forcing everyone downwind to put up with their activity. Complete social miscreants every one of them.

sadly, this "right not to smell any kind but fresh air" seems to fall flat when it\'s dirty diesel trucks belching black carcinogens. it\'s the stinkiest shit in the streets, hands down.

\n Fairly lame attempt at deflection, going after seizes trucks. Obviously you’re doing your part by ridding yourself of internal combustion engines, especially those of leisure, like motorbikes. And of course stepping up by boycotting any products you enjoy in life that were delivered by horrible diesel powered vehicles.
    \n
\n Actually, I’m laughing at you. Hypocrisy is deep, thick, and easy to identity here, as is selfishness, forcing the whole neighbourhood any chance of fresh air, all without any of the hoops any other event must jump through.
    \n

Lame, in your lame duck truck?
    \r\n
\r\nThe nose knows. You can smell the truth behind my statements - if not - I double-dog dare you to take the diesel-huff challenge! Just one, deep, long pull. hold in lungs for 20 seconds.
    \r\n
\r\nSpoiler alert: You won\'t. No one has ever accepted this challenge. You\'d have to be a complete fool ignorant of all science, and your very own senses.
    \r\n
    \r\nbut oi vey, industry!
\r\nyes yes, this isn\'t going away anytime soon - but you can certainly start with the chucklefucks in diesel trucks who don\'t haul anything of industrial worth, and just use the elevated platform to hang their plastic nuts.
    \r\n
\r\nDiesel to be banned from all city centers. Special permits required to maintain operation of outdated combustion engine vehicles. Invest in a greener future, today!

\nSpoiler alert: You won\'t. No one has ever accepted this challenge. You\'d have to be a complete fool ignorant of all science, and your very own senses.

\nyes yes, this isn\'t going away anytime soon - but you can certainly start with the chucklefucks in diesel trucks who don\'t haul anything of industrial worth, and just use the elevated platform to hang their plastic nuts.

\nDiesel to be banned from all city centers. Special permits required to maintain operation of outdated combustion engine vehicles. Invest in a greener future, today!

    \r\n
    \r\n
Of course they did, its to be expected..
    \r\n
\r\nhave you ever had any type of \'edible\' with cannabis content? most people who have not, will have \'concerns\'..
    \r\n
\r\ni believe the organizers mentioned St Pauls concerns, and they donated $$ directly to them because of this.. A little selective reading perhaps?
    \r\n
\r\nin regards to INSURANCE, i believe you should adjust your post.. YOU cant believe the organizers,
\r\n because YOU think they dont believe in it.. it appears you would be mistaken.
    \r\n
\r\nPersonally, i have no reason to doubt the event was \'insured\'.. Cypress Hill would otherwise not have played..
\r\nThe park board shook their fist on the air sighting a possible \'stage\' catastrophe, uhmm.. Cypress Hill played on that same stage, nothing happened.
    \r\n
\r\nI\'ve got friends who were backstage all day long.
    \r\n
\r\nDana Larsen, an organizer with 420, said finding a company to insure an event that does not have a permit has historically been a challenge.
    \r\n
\r\n"It\'s very hard to get insurance when you don\'t have a permit, [it\'s] one of the many ways in which
\r\n the park board refusing us a permit puts them, as well, in a situation of liability."
    \r\n
\r\nHe said the city will also be held responsible if something goes wrong.
    \r\n
\r\nLarsen declined to say which company insured the event.

    \r\n
\r\nSo, now you\'re gonna tell me there were no other motives for the CITY / PARKs BOARD to deny a permit?
\r\nthen a few days prior to the actual event the PARKS BOARD decided to vote against CYPRESS HILL playing?
    \r\n
\r\nyou think maybe something backfired with the original plan, and perhaps Larsen is not lying, insurance was provided regardless of the CITY\'s efforts?
    \r\n
\r\nall i\'m saying is a whole LOT of all these arguments posted rely heavily on the imaginary, on
\r\nparanoia, on a general distrust of organizers and the event itself.. very little is actually based on fact.\r\n

\r\n I had to do a little digging for a proper report.. ( i see no mention of any actual arrests, so who knows if even related)
    \r\n
\r\nThis evening, Vancouver police said they were busy managing a large crowd at 4/20, but also revealed that there were no major incidents.
    \r\n
\r\nAccording to a VPD news release, officers assisted B.C. Emergency Health Services with 14 medical emergencies.
    \r\n
\r\nThe VPD also issued more than 30 tickets and three people were investigated for impaired driving.

    \r\n
\r\n"Today was a good example of remarkable teamwork between the Vancouver Police, fellow first responders, the Vancouver park board, and the City of Vancouver, allowing for a safe environment during a large-scale event," Sgt. Jason Robillard, a VPD spokesperson, said.
    \r\n
\r\nAccording to the VPD, the crowd peaked at around 60,000 just before 4:30 p.m., when the band Cypress Hill took the stage.
    \r\n
\r\nA 4/20 organizer, Dana Larsen, pegged the peak*at 65,000 and claimed that the event drew 150,000 through the day.
\r\nHe also declared over Twitter that the VPD has praised the private security at 4/20.
    \r\n

    \r\n
\r\nVPD told me our private security was great and that Odyssey Medical was fantastic. Said only problem was a few more drunks showed up than last year. They have no problems with 4/20 and seem to enjoy our protest.
    \r\n
\r\nClean up is going really well, things looking great already.\r\n

\r\n Well someone has drank deeply at the well of Dana Larsen and the Emory’s proclamations.
    \r\n
\r\nApparently all was well, nobody upset, VPD didn’t arrest anyone and thought the security was perfect, people who went to St Pauls’s were only there because they were “concerned”. *Since the parties who put on the show, all unbiased and beyond reproach, provided this information and said everything was okey dokey then that’s what it was. I’m sure all of them maintained sobriety throughout the day as to ensure everything went safely and smoothly and were then able to provide such accurate reports. Too bad that Sunset Beach is closed for several weeks to repair the damage that was done. I’m sure the organizers have a perfect reason for that as well.\r\n

\r\n OK lots of people stating that the VPA "made no arrests" ??? when was the last time the VPA made any drug arrests at all ? Vancouver has been a drug enabling city for decades.....
\r\nI have other "vises" but I really do not understand why the people who must get high to live demand respect but refuse to follow any laws? the classic being my rights as a non smoker are irrelevant. The stuff is legal but they seem to still have the us vs the man mentality.\r\n

It\'s "not legal enough". And the dynamic Larson/Emery duo don\'t want the spotlight to go away. if your whole life has been dedicated to being a pot activist, what do you do now that it\'s legal?*\r\n
