personally, I think some people make their bikes too loud. That's just me.

Naw. It's not just you.
I don't have a problem with pipes the elicit some "brutzle."
I have a problem with people who feel they must run their aftermarket (read: louder than stock) piped bikes up to redline before each shift.
I've ridden many miles with a fellow who wails away so I can enjoy the tune of his 4 cyl. sport bike, yet in town, he short shifts and is very stealthy, noise wise.

The police probably wouldnt be there if citizens werent complaining.

In Nanaimo, the cruiser guys (and there are many) run open pipes, ive never seen or heard of a noise check because no one there cares.

I'd set one of those ticket thingy's to "ricer mode" and then set them up in Surrey for the stereo's and Richmond for the exhausts.
