If this ever happens to me and you're following, please know that I'll be smart enough to lie down and not move.
Please chase down the driver and make sure that they are caught. I'm lying in the middle of an intersection and there will be a million people that will come out of the woodwork to help me.
On a motorcycle, left turn accidents turn out the same way. Bad for the rider, if he's not paying attention.
This rider is a perfect example of a left turner. Can't judge the speed of the oncoming vehicle but turns anyway.
Lack of experience is a main cause for the accident. This applies to both parties.
