I see all those classified ads with race bikes for sale. What makes them not street legal? Also, what would have to be done to make 'em street legal and approximately how much?

I have bought a track bike and a rebuilt track bike and will be buying another so I have a buyers perspective:

The easy stuff but maybe expensive to replace with NEW OEM parts.
All the DOT some stuff will be gonzo on a track bike: signals/ lights/handle grip controls/plastics may have been changed/fairing stays may have been changed.

The hard stuff:
The bikes with frames having serial #'s ground off or #'s the don't match the paper work....... your better off not touching the sale.

The moderate stuff:
Older race bikes or bikes that have been crashed many times on the track or bikes that have been rebuilt.
Can have many hidden faults mech probs that you or I "joe average" should be passed on to a trusted mechanic to inspect.

I guess the bottom line is rebuilding bikes can be satifiing if you don't want a OEM spec bike.
Also for insurance purposes YOU WILL NEVER GET YOUR MONEY BACK in the event of a crash.

So I hope you get a good deal or you are rich!

Wow.
Thanks. I think I'll stick with something street friendly instead.
